Spatial localization, often demarcated by food miles, has emerged as the dominant theme in movements for more socially just and environmentally benign alternative food systems, especially in industrialized countries such as the United States. We analyze how an emphasis on spatial localization, combined with the difficulty of defining and measuring adequate indicators for alternative food systems, can challenge efforts by food system researchers, environmental writers, the engaged public, and advocacy groups wanting to contribute to alternative food systems, and facilitates exploitation (...) by the mainstream players using “localwash” to maintain the status quo. New indicators are urgently needed because research shows that spatial localization in general and minimized food miles in particular are not adequate or even required for most of the goals of alternative food systems. Creating indicators to operationalize goals for alternative, local food systems requires asking the right questions to make sure indicators are not misleading us: What are the goals of alternative food systems? What actions and policies will most effectively achieve those goals? What is the potential of reducing food miles as an action and a policy for achieving goals? What are the best indicators for measuring progress toward goals? We discuss how these questions can be answered for a wide range of alternative food system goals via four categories according to the role of food miles reduction as an action and policy in promoting them: necessary and sufficient, necessary but not sufficient, potentially important, and potentially supportive. We show that each non-compact Polish group admits a continuous action on a Polish space with non-smooth orbit equivalence relation. We actually construct a free such action. Thus for a Polish group compactness is equivalent to all continuous free actions of this group being smooth. This answers a question of Kechris. We also establish results relating local compactness of the group with its inability to induce orbit equivalence relations not reducible to countable Borel equivalence relations. Generalizing a result (...) of Hjorth, we prove that each non-locally compact, that is, infinite dimensional, separable Banach space has a continuous action on a Polish space with non-Borel orbit equivalence relation, thus showing that this property characterizes non-local compactness among Banach spaces. Despite projected devastating impacts on human communities, the US still lacks comprehensive national policies aimed at reducing greenhouse gas emissions. This vacuum has provided the space for a surge of promising sustainability and climate action planning efforts at the state and local level. Meanwhile, according to the National Low Income Housing Coalition’s (2015) Out of Reach Report, ‘there is no state in the US where a minimum wage worker working full time can afford a one-bedroom apartment at the fair (...) market rent’. We are calling for a reimagining of local climate action planning that encourages policies and programs designed to reduce GHG emissions from the built environment while explicitly and comprehensively addressing the affordability component. With equitable local climate action planning, we can address both environmental and social justice issues. (shrink)

In this paper and its sequel, I consider the significance of Jarrett’s and Shimony’s analyses of the so-called factorisability condition for clarifying the nature of quantum non-locality. In this paper, I focus on four types of non-locality: superluminal signalling, action-at-a-distance, non-separability and holism. In the second paper, I consider a fifth type of non-locality: superluminal causation according to ‘logically weak’ concepts of causation, where causal dependence requires neither action nor signalling. In this connection, I pay special attention to (...) the difficulties that superluminal causation raises in relativistic space–time. I conclude by evaluating the relevance of Jarrett’s and Shimony’s analyses for clarifying the question of the compatibility of quantum non-locality with relativity theory. My main conclusions are, first: these analyses are significant for clarifying the questions of superluminal signalling in quantum phenomena and for the compatibility of these phenomena with relativity. Sociology requires a robust theory of how local circumstances create social order. When we analyze social structures not recognizing that they depend on groups with collective pasts and futures that are spatially situated and that are based on personal relations, we avoid a core sociological dimension: the importance of local context in constituting social worlds. Too often this has been the sociological stance, both in micro-sociological studies that examine interaction as untethered from local traditions and in research that treats culture (...) as autonomous from action and choice. Building on theories of action, group dynamics, and micro-cultures, I argue that a sociology of the local solves critical theoretical problems. The local is a stage on which social order gets produced and a lens for understanding how particular forms of action are selected. Treating ethnographic studies as readings of ongoing cultures, I examine how the continuing and referential features of group life (spatial arenas, relations, shared pasts) generate action and argue that local practices provide the basis for cultural extension, influencing societal expectations through the linkages among groups. Cultural Context of Multilevel Collective Social Actions: Framing, Reflection, Resonance and the Impact of Global and Local Anti-Poverty Movements In political science as well as in other social sciences much attention has been paid during recent years to the rapid growth of national and transnational activist networks and their increasing impact on domestic and world politics. Together with the proliferation of literature on the topic, concepts of collective action frames, framing processes, mobilizing ideas and meanings and their cultural resonance (...) have gained considerable currency. However, less has been written about the possibilities of and the constraints on the circulation of collective action frames or about the connection between the cultural adaptation of frames and the results of actual collective struggles. The paper explores this understudied issue both theoretically and empirically. After identifying possible links between collective action framing processes and the representational practices of particular cultures based on a review of existing theoretical approaches, the functional consequences are demonstrated by the example of the Global Call for Action against Poverty international campaign and the Czech national variant. This dissertation is an attempt to defend two founders of quantum theories, Niels Bohr and Wolfgang Pauli, against various anti-realist readings. These readings claim that Bohr's and Pauli's interpretations of quantum mechanics are based on a denial of the reality of the external world, and that their debates with Albert Einstein are over realism. But I argue that the differences between their views and Einstein's are neither about the reality of the external world, nor about the reality of theoretical entities (...) in general. Rather, the differences are about the reality of this or that particular theoretical entity and the viability of this or that particular idea of physics. Although in 1972 Clifford Hooker gave an adequate and then-comprehensive discussion of Bohr's ideas countering anti-realist readings, his work has been forgotten by a new generation of interpreters such as Arthur Fine and Mara Beller who read anti-realism into Bohr's ideas. One aim of this dissertation is to revive Hooker's defense of Bohr and to counter such misreadings. ;A second contribution this dissertation makes consists in an elaboration of Pauli's views. Pauli wrote extensively on many philosophical issues, and made important contributions to the debates between Einstein, Bohr and himself. However, his views are unfairly ignored by most philosophers of quantum mechanics, and when considered, are at best quickly dismissed as anti-realist. In my dissertation, I discuss Pauli's rich ideas on physics and philosophy and show that Pauli is not an anti-realist. In particular, Bohr's and Pauli's views on a problem introduced in a paper by Einstein, Boris Podolsky, and Nathan Rosen are discussed in detail. The close examination of Bohr's and Pauli's views also shows that there are significant differences between them, suggesting the inadequacy of the generic term "the Copenhagen school," often used to refer indiscriminately to their views. Through my studies of Bohr's and Pauli's ideas, I hope to show the inadequacy of using metaphysical doctrines such as realism and anti-realism to gain either a full understanding of general problems in physics, or an understanding of the ideas of these working physicists in particular. Despite the widespread use of the concept of embeddedness in the literature on agri-food networks, not much has been written on the process through which a food economy becomes embedded. To explore this dynamic and contribute to a more critical perspective on the meanings and implications of embeddedness in the context of food, this paper analyzes the emergence of saffron as a local food network in southern Tuscany. By adopting a constructivist approach, the analysis shows that embeddedness assumes simultaneously a (...) social, spatial, and temporal dimension that are dynamically created by participants in the saffron economy as a response to specific market requirements. The paper concludes that a focus on how embeddedness is achieved in the context of food has both theoretical and empirical implications. Theoretically, it supports the need for a more holistic and actor-oriented approach that takes into consideration the tensions inherent in the process of embedding and also its ramifications outside of the social realm. Practically, a focus on how a food network comes to be embedded complicates the notion of food relocalization – an issue that raises empirical questions about the sustainability of local food networks and their contribution to rural development. Sustainable development is the global agenda designed to ensure that the world’s climate is not irretrievably damaged and future generations have equal access to the world’s resources for their own development. The institutionalisation of measures to promote sustainable development has however not had unanimous cooperation. This study therefore investigated the attitude of officials at the local government level to topical issues in the sustainable development agenda in Ondo State, Nigeria, as a pointer to entrenched attitudes in the Third World. Prioritisation (...) of issues varied between localities but premium was placed on poverty alleviation more than on climate change or power generation. People were more concerned with the improvement of their general well-being including health. Respondents indicated that most of the topical issues on the sustainable development agenda could be addressed at the local level thereby lending support for the notion that local action can contribute to global action. However, inclusive measures to promote positive action need to be institutionalised. (shrink)

A common criticism of the Green New Deal proposal to address climate change is that it would centralize too much power at the level of the federal government. However, the Green New Deal can avoid this by centering local action and decision-making in keeping with the principle of subsidiarity from Catholic social ethics. This principle holds that higher levels of society should not override the initiative of lower levels of society but should instead coordinate and support their work whenever (...) possible. A focus on subsidiarity is already present in the framing of the Green New Deal proposal and provides a sound ethical foundation for its development and implementation. (shrink)

Action is a means of acquiring perceptual information about the environment. Turning around, for example, alters your spatial relations to surrounding objects and, hence, which of their properties you visually perceive. Moving your hand over an object’s surface enables you to feel its shape, temperature, and texture. Sniffing and walking around a room enables you to track down the source of an unpleasant smell. Active or passive movements of the body can also generate useful sources of perceptual information (Gibson (...) 1966, 1979). The pattern of optic flow in the retinal image produced by forward locomotion, for example, contains information about the direction in which you are heading, while motion parallax is a “cue” used by the visual system to estimate the relative distances of objects in your field of view. In these uncontroversial ways and others, perception is instrumentally dependent on action. According to an explanatory framework that Susan Hurley (1998) dubs the “Input-Output Picture”, the dependence of perception on action is purely instrumental: "Movement can alter sensory inputs and so result in different perceptions… changes in output are merely a means to changes in input, on which perception depends directly" (1998: 342). -/- The action-based theories of perception, reviewed in this entry, challenge the Input-Output Picture. They maintain that perception can also depend in a noninstrumental or constitutive way on action (or, more generally, on capacities for object-directed motor control). This position has taken many different forms in the history of philosophy and psychology. Most action-based theories of perception in the last 300 years, however, have looked to action in order to explain how vision, in particular, acquires either all or some of its spatial representational content. Accordingly, these are the theories on which we shall focus here. -/- We begin in Section 1 by discussing George Berkeley’s Towards a New Theory of Vision (1709), the historical locus classicus of action-based theories of perception, and one of the most influential texts on vision ever written. Berkeley argues that the basic or “proper” deliverance of vision is not an arrangement of voluminous objects in three-dimensional space, but rather a two-dimensional manifold of light and color. We then turn to a discussion of Lotze, Helmholtz, and the local sign doctrine. The “local signs” were felt cues for the mind to know what sort of spatial content to imbue visual experience with. For Lotze, these cues were “inflowing” kinaesthetic feelings that result from actually moving the eyes, while, for Helmholtz, they were “outflowing” motor commands sent to move the eyes. -/- In Section 2, we discuss sensorimotor contingency theories, which became prominent in the 20thcentury. These views maintain that an ability to predict the sensory consequences of self-initiated actions is necessary for perception. Among the motivations for this family of theories is the problem of visual direction constancy—why do objects appear to be stationary even though the locations on the retina to which they reflect light change with every eye movement?—as well as experiments on adaptation to optical rearrangement devices (ORDs) and sensory substitution. -/- Section 3 examines two other important 20th century theories. According to what we shall call the motor component theory, efference copies generated in the oculomotor system and/or proprioceptive feedback from eye-movements are used together with incoming sensory inputs to determine the spatial attributes of perceived objects. Efferent readiness theories, by contrast, look to the particular ways in which perceptual states prepare the observer to move and act in relation to the environment. The modest readiness theory, as we shall call it, claims that the way an object’s spatial attributes are represented in visual experience can be modulated by one or another form of covert action planning. The bold readiness theory argues for the stronger claim that perception just is covert readiness for action. -/- In Section 4, we move to the disposition theory, most influentially articulated by Gareth Evans (1982, 1985), but more recently defended by Rick Grush (2000, 2007). Evans’ theory is, at its core, very similar to the bold efferent readiness theory. There are some notable differences, though. Evans’ account is more finely articulated in some philosophical respects. It also does not posit a reduction of perception to behavioral dispositions, but rather posits that certain complicated relations between perceptual input and behavioral provide spatial content. Grush proposes a very specific theory that is like Evans’ in that it does not posit a reduction, but unlike Evans’ view, does not put behavioral dispositions and sensory input on an undifferentiated footing. In this article, we expand the analytical and theoretical foundations of the study of knowledge commons in the context of more classical agrarian commons, such as seed commons. We show that it is possible to overcome a number of criticisms of earlier work by Ostrom on natural commons and its excludability/rivalry matrix in addressing the inclusive social practices of “commoning”, defined as a way of living and acting for the preservation of the commons. Our empirical analysis emphasizes, using the most (...) recent advances in the IAD/ses framework, the distributed and collaborative knowledge governance in a French peasant seed network as a key driver for reintroducing cultivated agrobiodiversity and on-farm seed conservation of ancient and landrace varieties. These inclusive peasant seed groups developed alternative peer-to-peer models of collaborative peasant-led community-based breeding and grassroots innovations in the search for more resilient population varieties. Our results highlight the various models of collective action within the network and discuss the organizational tradeoffs of opting out of peasant seed activities and recreating a shared collective knowledge base on the benefits of restoring cultivated agrobiodiversity. It helps us better understand how modern peasant seed groups function as epistemic communities which contributes to envisioning alternative agricultural systems. (shrink)

Ce travail a pour but de fournir des repères permettant d’évaluer dans quelles circonstances une séparation judiciaire parents-enfant doit être décidée. L’auteur, chef de service en psychiatrie de l’enfant au CHU de Saint-Étienne (hôpital Bellevue), décrit quatre profils à haut risque, qui montrent bien comment, quand une séparation est mise en place trop tardivement, ou alors quand elle est mal gérée, avec notamment des contacts parents-enfant insuffisamment protégés, on aboutit à des résultats dont le coût humain, financier, et social (...) est catastrophique : déficience intellectuelle (77 % des enfants adressés au service), échec scolaire, troubles graves du comportement avec violence, etc. Pour aider à y voir plus clair, il propose avec son équipe trois sortes de jalons : les premiers concernent la structuration psychique des parents, les deuxièmes la manière dont la pathologie parentale se manifeste dans l’interaction parents-enfant, et les troisièmes la manière dont l’enfant réagit face à la pathologie parentale. Enfin, il décrit les facteurs qui empêchent l’utilisation de ces jalons, principalement l’ancienneté de la loi de 1970 sur « l’assistance éducative », l’idéologie du lien familial, l’absence d’évaluation des actions menées, et la peur face à certains parents très violents. The article explores integration of knowledge-enabling digital technology into community functions through the development of local Digital Communities of Practice. This analysis includes both general considerations—in terms of domain, community, and practice dimensions—as well as results from an exploratory research project in Minnesota. The domain is described as integrated deployment of virtual services (education, human services, government) in local communities; the community is comprised of the local stakeholders and residents that would use or benefit from such services; and the practice (...) is considered as a decision-making processes for designing and deploying these services. The paper concludes with research and policy considerations for providing an enduring source of knowledge about local virtual services, needs, and solutions. (shrink)

Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. Roger Penrose is known for his proposals, in collaboration with Stuart Hameroff, for quantum action in the brain. These proposals, which are still recent, have a prior, less known basis, which will be studied in the following work. First, the paper situates the framework from which a mathematical physicist like Penrose proposes to speak about consciousness. Then it shows how he understands the possible relationships between computation and consciousness and what criticism from other authors he endorses, to conclude by (...) explaining how he understands this relationship between consciousness and computation. Then, it focuses on the concept of non-locality so essential to his understanding of consciousness. With some examples, such as impossible objects or aperiodic tiling, the study addresses the concept of non-locality as Penrose understands it, and then shows how far he intends to arrive with that concept of non-locality. The food sovereignty movement calls for a reversal of the neoliberal globalization of food, toward an alternative development model that supports peasant production for local consumption. The movement holds an ambiguous stance on peasant production for export markets, and clearly prioritizes localized trade. Food sovereignty discourse often simplifies and romanticizes the peasantry—overlooking agrarian class categories and ignoring the interests of export-oriented peasants. Drawing on 8 months of participant observation in the Andean countryside and 85 interviews with indigenous peasant farmers, this (...) paper finds that export markets are viewed as more fair than local markets. The indigenous peasants in this study prefer export trade because it offers a more stable and viable livelihood. Feeding the national population through local market intermediaries, by contrast, is perceived as unfair because of oversupply and low, fluctuating prices. This perspective, from the ground, offers important insight to movement actors and scholars who risk oversimplifying peasant values, interests, and actions. (shrink)

A local interpretation of quantum mechanics is presented. Its main ingredients are: first, a label attached to one of the “virtual” paths in the path integral formalism, determining the output for measurement of position or momentum; second, a mathematical model for spin states, equivalent to the path integral formalism for point particles in space time, with the corresponding label. The mathematical machinery of orthodox quantum mechanics is maintained, in particular amplitudes of probability and Born’s rule; therefore, Bell’s type inequalities theorems (...) do not apply. It is shown that statistical correlations for pairs of particles with entangled spins have a description completely equivalent to the two slit experiment, that is, interference instead of non locality gives account of the process. The interpretation is grounded in the experimental evidence of a point like character of electrons, and in the hypothetical existence of a wave like, the de Broglie, companion system. A correspondence between the extended Hilbert spaces of hidden physical states and the orthodox quantum mechanical Hilbert space shows the mathematical equivalence of both theories. Paradoxical behaviour with respect to the action reaction principle is analysed, and an experimental set up, modified two slit experiment, proposed to look for the companion system. (shrink)

Land-based climate mitigation schemes such as REDD+ imply the creation of ‘rights to carbon’ for actions that enhance carbon sinks. In many cases, the legal and normative foundations of such rights are unclear. This article focuses on special rights on the basis of improvement. Considering improvement in relation to carbon sinks requires asking what it means to ‘improve’ an environmental resource. Our answer departs in two significant respects from the standard conception of improvement, namely by reconceiving action in relation (...) to ecosystem services, and accordingly, making the case for a counterfactual baseline to be used to compare an improved and unimproved state. Our modifications potentially allow for a variety of agents to claim special carbon rights on the basis of beneficial interactions with land-based carbon sinks. We give three archetypical examples of agents who may claim pro tanto special rights to carbon based on their interaction with carbon sinks. (shrink)

In papers published in the 25 years following his famous 1964 proof John Bell refined and reformulated his views on locality and causality. Although his formulations of local causality were in terms of probability, he had little to say about that notion. But assumptions about probability are implicit in his arguments and conclusions. Probability does not conform to these assumptions when quantum mechanics is applied to account for the particular correlations Bell argues are locally inexplicable. This account involves no superluminal (...) action and there is even a sense in which it is local, but it is in tension with the requirement that the direct causes and effects of events are nearby. Real-world economies are open-ended dynamic systems consisting of heterogeneous interacting participants. Human participants are decision-makers who strategically take into account the past actions and potential future actions of other participants. All participants are forced to be locally constructive, meaning their actions at any given time must be based on their local states; and participant actions at any given time affect future local states. Taken together, these essential properties imply real-world economies are locally-constructive sequential games. This paper discusses a modeling approach, (...) Agent-based Computational Economics, that permits researchers to study economic systems from this point of view. ACE modeling principles and objectives are first concisely presented and explained. The remainder of the paper then highlights challenging issues and edgier explorations that ACE researchers are currently pursuing. (shrink)

As conflict between multinational corporations and local communities escalates, scholars, executives, activists, and community leaders are calling for companies to become more accountable for the impact of their activities on external stakeholders. In order for business to do so, managers must first understand the causes of conflict with local communities, and communities must understand what courses of action are available to challenge activities they deem harmful to their interests. In this article, I present a framework for examining the factors (...) that contribute to multinational and community conflict including stakeholder power inequality, stakeholder perception gaps and cultural context. National Action Plans on business and human rights are a growing phenomenon. Since 2011, 42 such plans have been adopted or are in-development worldwide. By comparison, only 39 general human rights action plans were published between 1993 and 2021. In parallel, NAPs have attracted growing scholarly interest. While some studies highlight their potential to advance national compliance with international norms, others criticise NAPs as cosmetic devices that states use to deflect attention from persisting abuses and needed regulation. In (...) response to wider critiques of international human rights norms, and their failure to exact universal state compliance, experimentalist governance theory highlights the dynamic, dialogic and iterative character of human rights implementation as well as the role of stakeholders. In this article, we apply experimentalist governance theory to evaluate the role and character of business and human rights NAPs. Rather than attempting to evaluate NAPs’ ultimate consequences for rights-holders, which appears premature, we focus on NAPs processes. Specifically, we analyse NAPs processes in twenty-five states against five experimentalist governance criteria relating to stakeholder participation; agreement on a broad problem definition; local contextualisation; monitoring and peer review and periodic revision and learning. According to our findings, NAPs on business and human rights in most states demonstrate resemblance to the traits of experimentalist governance. In particular, our analysis points to the emergence of relatively sophisticated and demanding institutional governance mechanisms within NAPs — including the institutionalisation of complex deliberative processes. Nevertheless, our paper also identifies some significant shortcomings in NAPs, related to the lack of inclusion of vulnerable groups and the lack of explicit indicators and targets. (shrink)

Recent work in "embodied, embedded" cognitive science links mental contents to large-scale distributed effects: dynamic patterns implicating elements of (what are traditionally seen as) sensing, reasoning and acting. Central to this approach is an idea of biological cognition as profoundly "action-oriented" - geared not to the creation of rich, passive inner models of the world, but to the cheap and efficient production of real-world action in real-world context. A case in point is Hurley's (1998) account of the profound (...) role of motor output in fixing the contents of conscious visual awareness - an account that also emphasizes distributed vehicles and long-range dynamical loops. Such stories can seem dramatically opposed to accounts, such as Milner and Goodale (1995), that stress relatively local mechanisms and that posit firm divisions between processes of visual awareness and of visuomotor action. But such accounts, I argue, can be deeply complimentary and together illustrate an important lesson. The lesson is that cognition may be embodied and action-oriented in two distinct - but complimentary - ways. There is a way of being embodied and action-oriented that implies being closely geared to the fine-grained control of low level effectors (hands, arms, legs and so on). And there is a way of being embodied and action-oriented that implies being closely geared to gross motor intentions, current goals, and schematic motor plans. Human cognition, I suggest, is embodied and action-oriented in both these ways. But the neural systems involved, and the size and scope of the key dynamic loops, may be quite different in each case. The relationship between descriptive representation and substantive representation is an issue that has been widely discussed by women’s studies scholars. In general, it is assumed that there exists a positive relationship between the two, but the literature and empirical analysis show that substantive representation also depends on the action of other critical actors, such as gender agencies and the women’s social movement. Comparative research has shown the existence of a common pattern in post-industrial democracies: the development of women-friendly policies (...) depends on the existence of coalitions between these critical actors. However, the analysis usually focuses on the national or regional level, and there is very little analysis at the local level, despite this being a political arena in which these processes can be developed. The aim of this article is to analyse the effect of coalitions of critical actors on the responsiveness to the demands of women’s groups in the case of Spanish municipalities using a representative survey. The objective, therefore, is to apply advances in the women’s substantive representation literature to the local level in Spain. Main results show that responsiveness is higher in municipalities where women’s coalitions exist. (shrink)

Historically, the Italian and Scandinavian institutionalisation of action research has developed along different tracks. The question is, if there are any promising prospects to combine different action research experiences and methodologies across European regions? Alternatively, should we conclude that action research is mainly a local activity firmly rooted in a special culture in the different European countries?

One motivation for preferring the many worlds interpretation of quantum mechanics over realist rivals, such as collapse and hidden variables theories, is that the interpretation is able to preserve locality (in the sense of no action at a distance) in a way these other theories cannot. The primary goal of this paper is to make this argument for the many worlds interpretation precise, in a way that does not rely on controversial assumptions about the metaphysics of many worlds.

The argument in this article is that knowledge is an important phenomenon to understand in order to discuss development and innovation in modern workplaces. Predominant theories on knowledge in organisation and innovation literature, we argue, are based on a dualist concept of knowledge. The arguments found in these theories argue for one type of knowledge in contrast to another. The most prevailing dualism is that between local and universal knowledge. We believe that arguing along this line does not bring us (...) further in order to understand what knowledge is and what it does. We argue that there are contradictory arguments in the dualist conception of knowledge. We discuss how to move beyond this. We present a framework for discussing what knowledge is. We discuss what type of meta perspective will allow us to compare different knowledge kinds. We argue that insight into this has implications for understanding knowledge generation and innovation. Using data on shareholder-initiated class action lawsuits in the US, I investigate the corporate scandals of US-listed foreign firms. The shareholders of scandal firms suffer considerable loss in both the short term and the long term. I document that firms domiciled in countries with weak institutions are more likely to be embroiled in corporate scandals, but such a relation can be moderated by the presence of Big 4 auditors. Investors automatically adjust for undiscovered misconduct when valuing the stocks of (...) non-scandal firms. Investors rely on the audit quality to form their expectations about the severity of undiscovered misconduct, and thus impose less negative spillovers on firms with Big 4 auditors, especially when the firms are from countries with weak institutions. Taken together, my results suggest that listing on US exchanges does not fully compensate for weak local institutions; voluntarily bonding to a more stringent audit process has an incremental effect on protecting shareholder interests and enhances the confidence of investors in firms’ financial integrity. Roger Penrose is known for his proposals, in collaboration with Stuart Hameroff, for quantum action in the brain. These proposals, which are still recent, have a prior, less known basis, which will be studied in the following work. First, the paper situates the framework from which a mathematical physicist like Penrose proposes to speak about consciousness. Then it shows how he understands the possible relationships between computation and consciousness and what criticism from other authors he endorses, to conclude by (...) explaining how he understands this relationship between consciousness and computation. Then, it focuses on the concept of non-locality so essential to his understanding of consciousness. With some examples, such as impossible objects or aperiodic tiling, the study addresses the concept of non-locality as Penrose understands it, and then shows how far he intends to arrive with that concept of non-locality. Integrated pest management (IPM) has been widely promoted in the developing world, but in many regions its adoption rates have been variable. Experience has shown that to ensure IPM adoption, the complexities of local agro-production systems and context-specific folk knowledge need to be appreciated. Our research explored the linkages between farmer knowledge, pest management decision making, and ecological attributes of subsistence maize agriculture. We report a case study from four rural communities in the highlands of southeast Honduras. Communities were typified (...) by their agro-environments, IPM training history, and levels of infestation by a key maize pest, the fall armyworm (Spodoptera frugiperda Smith). Although variable, infestation levels generally did not justify pest management intervention. Consequently, crop losses from this pest were considered of low importance and most farmers proceeded in a rational fashion by refraining from action in their fields. Farmers attributed the low degree of pest infestation predominantly to abiotic causal factors (rainfall, temperature). The role of natural enemies in controlling this pest (i.e., biological control) was deemed of low importance by farmers; nevertheless, a broad array of such organisms was mentioned by farmers as operating in their maize crop. Farmers’ knowledge of natural enemies only partially matched scientific knowledge and was associated with the ecological features of their respective field settings. Local knowledge about natural enemies was mainly restricted to abundant and easily observable predatory species. Farmers who were knowledgeable about biological control were also familiar with a larger variety of pest management alternatives than uninformed farmers. Management options covered a wide range of curative techniques, including conservation biological control. Farmers who relied on insecticides to manage pest outbreaks knew less about biological control and pesticide alternatives. In contrast, farmers who received IPM training mentioned more types of natural enemies and were familiar with a broader range of alternative pest management tactics. Our research suggests that IPM training modifies local knowledge to better fit its environmental context. This paper provides insights in the environmental context of local agro-ecological knowledge and its linkage with pest management decision making. It also constitutes a basis for modifying IPM extension programs to deliver locality-specific technologies while strengthening the local knowledge base. (shrink)

Discussions of ethics within in-service teacher education tend to focus on microethical concerns (e.g., discipline) that deal with decision making at interpersonal levels. Issues concerning educational technology are no exception. Yet, as teachers choose and are expected to integrate technological devices (e.g., laptops) and sociotechnical systems (e.g., learning management systems) into pedagogical practices, their classrooms and schools may become implicated in macroethical issues (e.g., electronic waste) that reach beyond the local consequences of their direct actions. Necessitated by tight couplings of (...) technology and education, this article presents the concept of macroethics for teacher educators by grounding it in three areas of concern: obsolescence, automation, and big data. These three areas offer opportunities to make economic and environmental issues more central to case studies on technology in teacher education. At the same time, teacher educators will need to put emphasis on critical reflection and collective action in units on macroethics since the limited impact of individual decision-making on these issues may put teachers in double binds (i.e., dilemmas with contradictory demands). Two principles of locality used in discussions about quantum mechanics are distinguished. The intuitive no-action-at-a distance requirement is called physical locality. There is also a mathematical requirement of a kind of factorizability which is referred to as "locality". It is argued in this paper that factorizability is not necessary for physical locality. Ways of producing models that are physically local although not factorizable which are concerned with correlations between the behavior of pairs of particles are suggested. In a preceding paper, I studied the significance of Jarrett's and Shimony's analyses of 'factorisability' into 'parameter independence' and 'outcome independence' for clarifying the nature of non-locality in quantum phenomena. I focused on four types of non-locality; superluminal signalling, action-at-a-distance, non-separability and holism. In this paper, I consider a fifth type of non-locality: superluminal causation according to 'logically weak' concepts of causation, where causal dependence requires neither action nor signalling. I conclude by considering the compatibility of non-factorisable theories (...) with relativity theory. In this connection, I pay special attention to the difficulties that superluminal causation raises in relativistic spacetime. My main findings in this paper are: first, parameter-dependent and outcome-dependent theories both involve superluminal causal connections between outcomes and between settings and outcomes. Second, while relativistic deterministic parameter-dependent theories seem impossible on pain of causal paradoxes, relativistic indeterministic parameter-dependent theories are not subjected to the same challenge. Third, current relativistic non-factorisable theories seem to have some rather unattractive characteristics. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Julia Annas ACTION AND CHARACTER IN DOSTOYEVSKY'S NOTES FROM UNDERGROUND Notes from Underground was written with a specific purpose in mind: to answer Chernyshevsky's novel What Is to Be Done?1 And many features of Dostoyevsky's work can only be understood when we bear in mind its specifically Russian setting. The narrator is a romantic idealist of the forties transformed into something rather different by 1864, and no doubt (...) we lose much if we do not bear in mind that Dostoyevsky is looking back across the gulf of imprisonment and suffering at his own idealistic youth.2 But the intense and radically peculiar nature of Dostoyevsky's writing takes us to a level of the work which is accessible to those without knowledge of the local conditions of the work's production. As Mochulsky says, "the author steadily emerges beyond the confines of the Russian intellectual... the underground man's paradoxes are not the whims of some half-mad eccentric, but a new revelation of man about man." The book is "the philosophical preface to the cycle of the great novels" (p. 245). Even though Dostoyevsky's passionate and extreme temperament made him quite incapable of constructing a piece of precise philosophical argument, there is much of genuine philosophical interest in part I. It is not just a particular moral and political theory, like Chernyshevsky's, which is to be discredited, but something deeper, the presuppositions of a whole type of moral theory. In this article I shall examine the implications of what Dostoyevsky says for the philosophy of action and thence for ethics. I shall argue that he challenges a very basic model of human action, which is both intuitively plausible and basic to many moral theories. I shall also argue that as the work stands, there is a lack of continuity between parts I and II on the philosophical as well as on the literary level. In concentrating on the consequences for moral theory, I shall be ignoring the social and political aspects of the work. It may well be urged that such a division of the moral from the political is unrealistic in treating 257 258Philosophy and Literature a Russian writer. In defense I can only say that this narrowing of focus brings out in a sharper and more tractable way the philosophical issue which is my main concern. I Tell me, who was it who first declared, proclaiming it to the whole world, that a man does evil only because he does not know his real interests, and if he is enlightened and has his eyes opened to his own best and normal interests, man will cease to do evil and at once become virtuous and noble, because when he is enlightened and understands what will really benefit him he will see his own best interest in virtue, and since it is well known that no man can knowingly act against his best interests, consequently he will inevitably, so to speak, begin to do good. In a critique of Conversation Analysis’ treatment of context, Waring, Creider, Tarpey and Black invite us to see that, when understanding some stretch of interaction, speakers’ retrospective reports might be helpful. Two standard responses to Waring et al.’s argument are that 1) people’s personal accounts of contingent and fleeting moments of interaction are of a different order of event from the actions they produce in situ, and are matters of analysis in their own right; and that 2) CA does use (...) context, insofar as any analyst works with scenes in a culturally familiar landscape, bolstered by ethnographic accounts for help with local terminology or institutional agendas. Community initiatives to create more localized food systems ofteninclude the strategy of import substitution, i.e., increasing local foodproduction for local consumption. The purpose of this policy iseffectively to supplant some level of imported food into the region. Weargue that such action can carry social and environmental risks as wellas benefits and we have developed research parameters to measure theimpact of such strategies. Harriet Friedmann's seminal work (1991) onthe employment of import substitution by transnational corporationsprovides a framework to identify possible (...) advantages and disadvantagesof the same approach locally. We propose local autonomy and sustainabledevelopment as positive indicators of a more localized food system.Three units of analysis are proposed to measure changes in localautonomy and sustainable development as a result of import substitutionschemes: fair labor trade, equity and democracy, and environmentalstewardship. We propose that this flexible framework of analysisincreases our ability to describe the shifting and integrated balancebetween more local and more global food systems. (shrink)

Determining what constitutes an anticipatable incidental finding from clinical research and defining whether, and when, this IF should be returned to the participant have been topics of discussion in the field of human subject protections for the last 10 years. It has been debated that implementing a comprehensive IF-approach that addresses both the responsibility of researchers to return IFs and the expectation of participants to receive them can be logistically challenging. IFs have been debated at different levels, such as the (...) ethical reasoning for considering their disclosure or the need for planning for them during the development of the research study. Some authors have discussed the methods for re-contacting participants for disclosing IFs, as well as the relevance of considering the clinical importance of the IFs. Similarly, other authors have debated about when IFs should be disclosed to participants. However, no author has addressed how the “actionability” of the IFs should be considered, evaluated, or characterized at the participant's research setting level. This paper defines the concept of “Actionability at the Participant's Research Setting Level” for anticipatable IFs from clinical research, discusses some related ethical concepts to justify the APRSL concept, proposes a strategy to incorporate APRSL into the planning and management of IFs, and suggests a strategy for integrating APRSL at each local research setting. Standard proofs of generalized Bell theorems, aiming to restrict stochastic, local hidden-variable theories for quantum correlation phenomena, employ as a locality condition the requirement of conditional stochastic independence. The connection between this and the no-superluminary-action requirement of the special theory of relativity has been a topic of controversy. In this paper, we introduce an alternative locality condition for stochastic theories, framed in terms of the models of such a theory (§2). It is a natural generalization of a light-cone determination (...) condition that is essentially equivalent to mathematical conditions that have been used to derive Bell inequalities in the deterministic case. Further, it is roughly equivalent to a condition proposed by Bell that, in one investigation, needed to be supplemented with a much stronger assumption in order to yield an inequality violated by some quantum mechanical predictions. It is shown here that this reflects a very general situation: from the proposed locality condition, even adding the strict anticorrelation condition and the auxiliary hypotheses needed to derive experimentally useful (and theoretically telling) inequalities, no Bell-type inequality is derivable. (These independence claims are the burden of §4.) A certain limitation on the scope of the proposed stochastic locality condition is exposed (§5), but it is found to be rather minor. The conclusion is thus supported that conditional stochastic independence, however reasonable on other grounds, is essentially stronger than what is required by the special theory.Our results stand in apparent contradiction with a class of derivations purporting to obtain generalized Bell inequalities from locality alone. It is shown in Appendix (B) that such proofs do not achieve their goal. This fits with our conclusion that generalized Bell theorems are not straightforward generalizations of theorems restricting deterministic hidden-variable theories, and that, in fact, such generalizations do not exist. This leaves open the possibility that a satisfactory, non-deterministic account of the quantum correlation phenomena can be given within the framework of the special theory. (shrink)

This study reports on action research efforts that were aimed at developing institutional arrangements beneficial for soil fertility improvement. Three stages of action research are described and analyzed. We initially began by bringing stakeholders together in a platform to engage in a collaborative design of new arrangements. However, this effort was stymied mainly because conditions conducive for learning and negotiation were lacking. We then proceeded to support experimentation with alternative arrangements initiated by individual landowners and migrant farmers. The (...) implementation of these arrangements too ran into difficulties due to intra-family dynamics and ambiguities regarding land tenure. Further investigations to find out how ambiguities could be tackled revealed that the local actors themselves had taken initiatives towards developing institutional innovations to reduce ambiguities. However, there is still considerable scope for further development of these self-organized innovations. The article ends with a reflection on inter-disciplinary action research, where it is argued that making “mistakes” is an inherent and necessary characteristic in action research that aims to address complex social issues. We consider systems of rational agents who act and interact in pursuit of their individual and collective objectives. We study and formalise the reasoning of an agent, or of an external observer, about the expected choices of action of the other agents based on their objectives, in order to assess the reasoner’s ability, or expectation, to achieve their own objective. To formalize such reasoning we extend Pauly’s Coalition Logic with three new modal operators of conditional strategic reasoning, thus introducing (...) the Logic for Local Conditional Strategic Reasoning \. We provide formal semantics for the new conditional strategic operators in concurrent game models, introduce the matching notion of bisimulation for each of them, prove bisimulation invariance and Hennessy–Milner property for each of them, and discuss and compare briefly their expressiveness.
